According to the Measures of the Customs of the people's Republic of China on the Supervision and Control of Goods Transferred between Customs Offices, the enterprise which applying for transit transportation should be a customs declaration unit approved by the customs. The domestic carrier engaged in transit transportation of goods must go through the registration procedures with the Customs for enterprises, means of transport and drivers, and the customs should also provide economic guarantees when it deems necessary; At the same time, the following conditions are also required:

(1) Where there are customs agencies at the place of shipment and the place of departure;

(2) The transportation tools and equipment that carry transit goods have sealing devices and sealing conditions;

(3) Without the permission of the customs, transit goods shall not be opened, refitted, exchanged, extracted or delivered, and the seals imposed by the Customs on means of transport and goods, including commercial seals approved by the customs, shall not be opened or damaged.
